I am privileged to present the annual report of the organization, which demonstrates our steadfast dedication to the global mission of human resource preparedness and the preservation of human capital amidst contemporary challenges.
In a world where crises and military conflicts require proactive strategies, our slogan “Joint readiness – reliable peace” serves as a practical necessity for enhancing societal resilience.
Throughout this period, we have collaborated with both state and non-state institutions, as well as domestic and international partners, to deliver effective assistance to those on the front lines of protection and in the rear of recovery.
While global political frameworks emphasize strategic priorities, we have created a platform of innovative readiness tools: communication and tailored approaches to preparation, utilizing insights from the Ukrainian experience and international expert methodologies, to enhance the level of readiness at the national level and in other countries and sectors to bolster global security and specifically to protect and support Ukraine.
This document emphasizes our initiatives, collaborations, and strategic accomplishments, illustrating how compassion for individuals and contemporary innovations play a role in reducing losses (psychogenic, sanitary, irreversible, and economic) and establishing the groundwork for a future of sustainable peace.
We still have much to navigate, being truthful with ourselves and facing all the challenges of this time and life in conflict, but together we form a united force prepared for the toughest obstacles.

Human Capital Readiness During War and Crises:
Lessons, Risks, Solutions
On October 28, Ukrinform hosted a roundtable discussion on the topic “Human Capital Readiness during War and Crises: Lessons, Risks, Solutions.”
Participants: experts from Ukraine, the United States, Great Britain, Israel; representatives of the Ministry of Foreign Affairs, Ministry of Defense, National University of Ukraine, State Emergency Service, and embassies of partner countries.
Discussed aspects of readiness:
- Psychological: leadership, support for veterans and military families.
Informational: countering disinformation, scenarios until 2026 (GLOBSEC). - Institutional: SA3P models, examples from NATO and Israel.
- Operational: coordination of resources in crises.
- Legal: military justice, protection of the rights of servicemen.
Technological: AI, cybersecurity, platforms.
Interactive sessions: educational trainings, veteran reintegration programs, legal support, the role of diplomacy (grants, targeted assistance).
